The Malta Permanent Residence Programme grants a permanent right to live in Malta. It is administered by Residency Malta Agency and filed only through a licensed agent.
The file combines a government contribution, an administration fee, a small NGO gift, and a qualifying home — bought or rented — held for five years. After that the residence remains.
Malta no longer sells citizenship for an investment. A later passport follows ordinary naturalisation and real residence.
